The war between Russia and Ukraine has likely extended into the Sahel region of Africa. A September investigation by CNN reported that approximately 15 Ukrainian drone specialists are currently supporting Tuareg rebels in northern Mali. These specialists are aiding the Azawad Liberation Front (FLA) against the military government in Bamako and its Russian allies.

The reported involvement includes drone training, operational planning, and remote support for drone missions. CNN stated that the Ukrainians provided these services, though Deutsche Welle has not independently verified the claims. Kyrylo Budanov, former head of Ukraine's military intelligence and current chief of staff to President Volodymyr Zelenskyy, posted on X on September 7 that Ukrainian intelligence protects the country's interests worldwide. He mentioned operations in "the burning desert sands," a phrase that renewed suspicions of activity in Mali.

Strategic motives for this engagement are clear to analysts. Marta Oliynyk-D'omochko, coordinator of the African Studies Program at the National University of Kyiv-Mohyla Academy, stated that Ukraine's main interest is to weaken Russia's influence globally. She noted that rolling back military influence would also diminish the associated economic opportunities. Irina Filatova, a professor emeritus at the University of KwaZulu-Natal, found the support plausible but cited a lack of independent evidence.

The partnership carries specific risks due to the FLA's allies. The group cooperates with Jama'at Nusrat al-Islam wal Muslimeen (JNIM), a jihadist group affiliated with al-Qaeda. While the FLA seeks self-determination for northern Mali, JNIM aims to impose strict Islamic rule. Oliynyk-D'omochko described the arrangement as a situational alliance rather than a comprehensive partnership. She warned that the cooperation is primarily tactical and has a history of falling apart after past uprisings.

Diplomatic tensions have risen as a result. Mali, Niger, and Burkina Faso have severed diplomatic relations with Kyiv. In September, Mali's Foreign Minister Abdoulaye Diop accused Ukraine at the United Nations of providing clear and open support to terrorist groups. Diop made this claim without providing specific evidence. The three nations, all led by military governments, have deepened their cooperation with Russia, which replaced the Wagner Group with the Africa Corps in 2025.

Ulf Laessing, head of the Syria and Iraq program at the Konrad Adenauer Foundation, reported that the Africa Corps uses Syria and Libya as transit points for flights from Russia. He said these flights are used for refueling and loading to support operations on the continent. Filatova argued that the Ukrainians regard Russian troops anywhere in the world as legitimate targets. Setbacks in Mali could tie up Russian resources and undermine Moscow's reputation as a security partner.

The Ukrainian military intelligence service, HUR, did not provide a specific response to questions about the deployment. A spokesperson said the agency might provide information at a later date. The HUR also declined to confirm whether the political leadership approved the mission or what measures were in place to ensure JNIM did not benefit indirectly. The extent of Ukrainian involvement remains unclear pending further official statements.

This development follows a July 2024 ambush on Russian Wagner fighters near Tinzaouaten. HUR spokesperson Andriy Yusov said the Tuareg rebels had received necessary information to carry out the attack at the time. Ukraine denied direct involvement in that specific incident. The current reports suggest a more sustained presence of specialists in the region.
