Devin Jacob Ballard, a 20-year-old US Marine, was indicted on suspicion of murdering and robbing Anna Yagi in Naha, Okinawa. Prosecutors allege that Ballard strangled Yagi, 39, with a telephone cord inside a hotel on 3 October. Following the killing, the indictment states he stole her backpack and wallet. Ballard is stationed at US Marine Corps Air Station Futenma.
The case began with Ballard's arrest in Naha, the capital of Okinawa. Japanese media reports indicate he initially denied the allegations. Investigators later told Asahi Shimbun and Kyodo News that Ballard made statements suggesting his involvement. Security footage reportedly shows a man entering the hotel with Yagi and leaving alone while carrying her belongings.
Prime Minister Sanae Takaichi reacted to the indictment by describing the crime as brutal and heinous. Her government registered a strong protest with the United States. Takaichi called for strict disciplinary action against US military personnel and thorough measures to prevent similar incidents in the future. The Marine Corps stated it is actively cooperating with Japanese authorities and extended condolences to Yagi's family.
Okinawa hosts approximately 55,000 US soldiers, representing the highest concentration of American troops in Japan. Governor Genta Koja said the prefecture has repeatedly demanded that the US take action to prevent such incidents. He described the alleged crime as a sign of a lack of discipline. Previous cases have sparked anger in the region, including the 1995 abduction and rape of a 12-year-old girl that led to mass protests.
Recent years have seen multiple criminal cases involving US servicemen in Okinawa. In 2024, four sexual assault cases were recorded. One involved Air Force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, US Marine Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.
Public anger has grown in response to Yagi's death. Approximately 100 people protested in Naha and Tokyo earlier this month. Social media users also voiced their outrage and demanded justice. One user posted the message, Enough is enough.
The indictment marks the latest development in a case that has intensified scrutiny on US military conduct in Okinawa. Ballard remains in custody as legal proceedings move forward. The case has drawn attention to the ongoing presence of US forces in the prefecture.
